Removal centers are established in provinces or districts with high numbers of irregular migrants. With the recommendation of the Provincial Governor’s Office and the approval of the Directorate General, these centers begin operating to accept and house migrants. In emergency situations, temporary removal centers may also be set up.

Removal centers house foreign nationals who are subject to deportation orders and have been placed under administrative detention. According to Law No. 6458, a foreigner may be held in a removal center under the following circumstances:
Individuals considered at risk of absconding or disappearing
Those who violate Turkey’s entry or exit rules
Persons using false or fraudulent documents
Those who fail to leave Turkey within the prescribed time without a valid reason
Individuals who pose a threat to public order, public security, or public health
According to Law No. 6458 on Foreigners and International Protection, the maximum duration of administrative detention is six months. This period may be extended once for an additional six months if deemed necessary, but the total duration cannot exceed one year.
The Governor’s Office regularly reviews the status of each individual under administrative detention on a monthly basis. If it is determined that the conditions requiring detention no longer exist, the detention order must be terminated (Article 61/2 of Law No. 6458).
Just like a deportation order, the administrative detention order must be officially notified to the foreign national, as well as to their legal representative or attorney, if applicable. The content of the decision must be explained, and the individual must be given the opportunity to exercise their right to appeal.
Foreign nationals held in removal centers are subject to administrative detention for deportation purposes. While this measure is more restrictive than alternative precautions, it is not unlimited.
